Directorate Profile
The Reform and Good Governance Directorate is established as a cross-cutting oversight body within the Harar Regional Health Bureau, mandated to drive institutional reform, ensure accountability and transparency, and embed good governance principles across all levels of the regional health system. It implements the national Good Governance Package, coordinates ethics and anti-corruption initiatives, manages public complaints and feedback mechanisms, and supports organizational change management to improve the quality and accessibility of health services for the Harar community.

To foster a culture of accountability, transparency, and continuous improvement within the health bureau by implementing reform programs, enforcing ethical standards, and ensuring responsive public service delivery that meets the expectations of the Harar community.

Track implementation of audit recommendations and ensure corrective actions are taken on time.

Enforce the bureau's code of conduct and coordinate ethics awareness across all woredas.
Service Delivery Improvement
Monitor and improve service standards, waiting times, and patient satisfaction at health facilities.
Capacity Building on Governance
Train health staff and leaders on good governance principles, change management, and ethical leadership.
Roles & Responsibilities
Reform Program Coordination
Lead BPR implementation and manage organizational restructuring initiatives across the bureau.
Complaint Reception & Resolution
Receive, investigate, and resolve public complaints about health services through formal channels.
Ethics Enforcement
Administer the code of conduct, receive conflict of interest declarations, and investigate misconduct.
Audit Follow-up & Tracking
Monitor implementation of internal and external audit findings and report progress to leadership.
Community Participation
Organize community scorecards, town halls, and health committee engagements for participatory governance.
Service Standards Monitoring
Set and monitor client service charters, waiting time standards, and facility-level quality indicators.
Anti-Corruption Awareness
Conduct awareness campaigns, corruption risk assessments, and preventive measures in collaboration with FEACC.
Transparency & Information Disclosure
Ensure public display of budgets, plans, procurement notices, and performance results at all facilities.
Governance Reporting
Prepare quarterly and annual good governance reports for regional and federal government submissions.
Change Management Support
Facilitate organizational change processes, manage resistance, and build staff buy-in for reform initiatives.
