Overview
The Health Information System (HIS) pillar strengthens healthcare delivery through the effective use of data and digital technologies. It supports the collection, management, analysis, and utilization of health information to improve decision-making, service quality, resource management, and patient outcomes across all levels of the health system in the Harar region.

To ensure timely, accurate, and actionable health data is available at every level of the health system — enabling evidence-based decisions that improve the quality and reach of healthcare services in Harar.

DHIS2 — District Health Information System 2
Aggregate Health Data Platform
DHIS2 is the primary platform for routine health data aggregation, analysis, and reporting across all health facilities in Harar. It captures monthly and weekly reports from health posts, health centers, and hospitals — transforming raw data into dashboards, analytics, and actionable insights for regional health managers.
EMR — Electronic Medical Records System
Individual Patient-Level Data
The EMR system digitizes individual patient records at hospitals and health centers, replacing paper-based files with structured digital records. It captures patient demographics, diagnoses, prescriptions, lab results, and treatment histories — enabling continuity of care, reducing medical errors, and supporting clinical decision-making.
eCHIS — Electronic Community Health Information System
Community & Health Post Level Data
eCHIS bridges the gap between community-level health services and the formal health system. It equips Health Extension Workers (HEWs) with mobile-based tools to capture household-level data, track immunization, monitor maternal health, and report community health events in real time — even in areas with limited connectivity.
Interoperability Hub
System Integration & Data Exchange Layer
The Interoperability Hub serves as the central integration layer that connects DHIS2, EMR, eCHIS, and other health information systems — enabling seamless data exchange, reducing duplicate data entry, and ensuring a single source of truth across platforms. It implements national HL7 FHIR standards to enable secure, standardized communication between systems.
Roles & Responsibilities
System Administration & Maintenance
Manage user accounts, permissions, and technical upkeep of all HIS platforms.
Data Quality Assurance
Conduct routine data quality assessments and provide feedback to facilities.
Training & Capacity Building
Train health workers on DHIS2, EMR, and eCHIS data entry and use.
Analytics & Dissemination
Produce bulletins, dashboards, and analytical reports for decision-makers.
Interoperability Management
Maintain integration pipelines and resolve data exchange issues between systems.
Data Security & Privacy
Enforce data protection policies and ensure compliance with national standards.
Digital Health Innovation
Evaluate and pilot new digital tools to address emerging health data needs.
Reporting to Federal Level
Submit validated regional data to Ethiopian Public Health Institute (EPHI).
