Directorate Profile
The Human Resource Directorate of Harar Regional Health Bureau is the principal body responsible for planning, managing, and developing the regional health workforce. It oversees recruitment and deployment of health professionals across 6 woredas, manages staff records for over 1,200 employees, coordinates professional licensing and certification, and implements HR policies in line with federal and regional civil service regulations. The Directorate works closely with the Regional Civil Service Bureau and Federal Ministry of Health to address critical health workforce gaps and improve staff retention in rural facilities.

Roles & Responsibilities
Workforce Planning & Needs Assessment
Conduct annual health workforce gap analysis for all woredas and facilities.
Recruitment & Selection
Manage vacancy announcements, screening, interviews, and hiring processes.
Staff Deployment & Transfer
Assign new hires and manage inter-facility transfers based on staffing needs.
Performance Appraisal
Conduct annual PBAs and provide feedback to support staff growth and accountability.
Training & CPD Coordination
Identify training needs, nominate staff for courses, and track CPD credits.
Staff Records & HRIS Management
Update and maintain personnel files, promotions, and status changes in HRIS.
Disciplinary & Grievance Handling
Process disciplinary cases in compliance with civil service proclamations and due process.
Payroll & Benefits Liaison
Collaborate with Finance on payroll processing, leave tracking, and terminal benefits.
Licensing & Professional Standards
Verify professional licenses and ensure compliance with regulatory body requirements.
Employee Relations & Welfare
Address staff concerns, promote workplace harmony, and organize employee wellness programs.
